Job Description

ITD is seeking an experienced Product Owner and an expert in Agile to oversee one of several DMV value streams.  In partnership with the DMV Modernization Leadership, the Product Owner team and Business Analysts, the ideal candidate should be experienced in agile system development lifecycle and business analysis methodology, have extensive knowledge and experience in analysis, project execution, prioritization and business process management to drive the strategic direction forward.

Requirements

·         Train, collaborate and contribute as a coach/mentor to the wider Product Owner team.

·         Establish strong, trust-based relationships with DMV stakeholders based on competency, open communication and total honesty.

·         Manage business expectations and ensure they are met (or better yet exceeded) and managed effectively across all the disciplines.

·         Lead business and technical sessions to support development efforts to meet current and projected business needs.

·         Partner with the  business analysts to clearly translate customer requirements into user stories and detailed acceptance criteria.

·         Work collaboratively with the Product Owner team and Business Analysts to develop effective team approaches and techniques, creating the necessary approach, framework, controls and analysis practices across project delivery.

·         Define, prioritize, and clarify requirements; work with others to understand use cases, features, business rules, identify data rules and overall product goals.

·         With input from the stakeholders, the Product Owner builds, prunes, and maintains a backlog primarily consisting of user stories and defects. Backlog items are prioritized based on user value, time dependencies, risk reduction and effort. The Product Owner has the primary responsibility to keep the process of writing and prioritizing user stories flowing. During the release planning meeting, the Product Owner serves as the voice of the customer and represents the business for user story detail and priorities.   The Product Owner works directly with business leaders and county agents.

·         Accountable for making just in time trade-off decisions, when critically necessary, on behalf of the stakeholders and project deliverables.

·         Prepare and facilitate stakeholder meetings as directed.

·         Focus on achieving greater customer satisfaction.

·         Encourages Enterprise/Modernization (DMV) Architecture involvement and technical collaboration to ensure practices and strategic, technical planning are met.

·         Facilitate the Modernization (DMV) Architecture Team backlog grooming to support the Architectural Runway and upcoming business Features.

·         Lead business and technical analysis sessions to support new development efforts to meet current and projected business needs.

·         As a servant-leader, be an approachable, warm, and magnetic personality- paired with the ability to direct the team as needed and drive continuous improvement.

·         Ability to facilitate focused discussions to gain consensus, steer and deliver communications to all levels of leadership.

·         Manage client expectations and ensure they are met (or better yet exceeded) and managed effectively across all the disciplines.

·         Immediately  provide visibility into gaps, issues, risks, opportunities across scrum teams to the Modernization Project Manager.

·         Document sprint goals, product roadmap, interaction with other task disciplines, and help prioritize day-to-day work.

·         Educate the other team members on the scrum/agile project, striving to develop transparency and understanding of roles and responsibilities and application of TFS at ITD.

·         Accountable for epic, feature and user story creation and alignment to the Modernization Strategic Roadmap.

·         Serve as a champion for an exceptional User Experience and Support to assure smooth release and adoption.
