Minimum Qualifications: 
Strong preference given to candidate with proven experience in large health plan administration especially Medicaid and or CHIP.  Minimum of two (2) years of experience conducting and operating acceptance tests for a major customer in an MMIS or major health plan or claims processing environment
 
Basic Qualifications
• Bachelor's degree or equivalent combination of education and experience
• Bachelor's degree in computer science, mathematics or related field preferred
• Nine or more years of programming or testing experience
• Experience working with appropriate programming languages, operating systems and software
• Experience working with relational databases to facilitate programming software

Other Qualifications
• Three (3) or more years experience as a Testing Manager
• Strong skills in programming
• Strong personal computer and business solutions software skills
• Strong analytical and problem solving skills for design, creation and testing of programs
• Good leadership skills to guide and mentor the work of less experienced personnel
• Good interpersonal skills to interact with customers and team members
• Communication skills to work effectively with team members, support personnel, and clients
• Ability to work as part of team and independently
  
Work Assignments

• Responsible for all aspects of managing testing of the highly complex computer programs for the MD MMIS. Functional responsibilities are to:
• Create Testing related SOPs and other documents.
• Plan and prepare test schedules based on project timelines.
• Work with the developers and SMEs to create meaningful test data.
• Work with the Database Analysts to set up the Test Environment.
• Prepare Test Cases and Test Scripts and Traceability between Requirements to Test Cases/Scripts.
• Create a process for sharing defects with the developers and Subject Matter Experts.
• Execute Test Cases/Scripts and analyze results using statistical quality control tools.     
• Coordinate with the testers and developers t resolving the testing defects.
• Causal Analysis of defects using statistical techniques.
• Preparation of Test Summary Report/Validation Report.
• Designs, develops and implements highly complex computer programs for MD MMIS.
• Leads the design of systems and programs to meet highly complex business needs. Prepares detailed specifications from which programs are developed and coded. Leads the creation of appropriate documentation in work assignments such as program code, and technical documentation.
• Leads the gathering of information from existing systems, analyzes program and time requirements. Prepares time estimates and justification for assigned tasks.
• Supports project personnel in resolving fairly complex program problems. Works with client and management to resolve issues and validate programming requirements within their areas of responsibility. Provides technical advice on complex programming.
• Provides leadership and work guidance to less experienced personnel. Conducts quality assurance activities such as peer reviews.
• Provides consulting services in a technical and/or managerial capacity to management and technical staff. May represent company in presentations or conferences involving customers, co-contractors, suppliers, competitors, academia or the public.
