Job Desription:

The overall purpose of position is to apply project management practices and principles for OIT- Office of Information Technology  customers.  The Incumbent insures that all assigned projects meet the "Management" directives and guidelines for inclusion into the departments Information Technology Enterprise Strategic Plan. 

SECTION II - Major Duties or Responsibilities

65%     Project Management.   The incumbent will work with Division Administrators, Bureau Chiefs, and or their designees in developing a needs assessment.  Develops and uses strategies for providing IT services to user divisions within the time estimates and budgetary constraints.  Proposes priorities in project development and reports these findings to all those involved in the project.  Uses estimating skills in order to provide time and cost estimates for new system development, for system enhancement and modification projects, and for system impacts.  Incumbent proposes systems design concepts for supervisor and department management review.  Upon approval, incumbent establishes a plan for implementing the design.  Determines best method of project accomplishment (in-house or contract systems development and programming).  Reviews and assigns work and/or monitors contract performance.  Incumbent must be constantly aware of agency needs and impacts of new technology and to plan and coordinate accordingly.  Incumbent must possess a strong programming background in a wide variety of complex database and application development environments including but not limited to:  Microsoft Access, Microsoft Word, Microsoft Excel, Microsoft SQL and Oracle.  Knowledge in these environments must be of an advanced level so as to be able to form homologous systems.  Incumbent works closely with all facets of DEQ in developing applications and/or solutions to information technology needs.  Researches and evaluates emerging methods, techniques, procedures, hardware, and software for use by the professional staff.  He/She will plans the tasks necessary to provide requested service by analyzing the request, following system development life cycle methods, and applying knowledge and expertise.  Estimates personnel and computer resource costs to provide service using knowledge and experience gained on completed projects.  The incumbent is responsible for insuring that work is completed according to commitment, plan, standards, guidelines, specification, schedule, and budget.  He/She will provide professional, project management, analytical and technical guidance to other project team members.  The incumbent may serve as a project lead on department-wide systems development projects. Incumbent supplies the necessary guidance and leadership roles in coordinating project and development efforts within the perspective division.  This guidance may include scheduling and chairing meetings; preparing and presenting presentations for DEQ management team and/or other DEQ staff; if needed, assume the project lead on specific projects and/or development.

30%     Application Design, Testing, Installation, and Documentation.  Incumbent assists with all facets of design, procurement, testing and transition to the production environment.   Incumbent will install and configure a wide variety of LAN/WAN and stand-alone software packages.  Incumbent is responsible for tracking software and/or applications and determining when upgrades, updates, and/or replacement is necessary.  Incumbent must determine cost impacts to DEQ when changes are required to existing software packages, existing applications, and proposed new development.  Researches software problems and develops solutions to implement or correct.  He/She will implement user access policies and security as defined by the department.  The incumbent will work closely with the Application and User Support, Access and Oracle Database Administrators and Systems Administration Bureau to coordinate database software installations and configurations. 

The most complicated part of the job will be translating user requirements into technical requirements for development staff to use during the development phase of the project.  As well, the incumbent must be able to manage multiple work tasks simultaneously by prioritizing work such that more long-term projects move forward and meet deadlines, while handling numerous immediate customer service problems in a courteous, professional manner.

SECTION III - Minimum Qualifications -

1) Expert knowledge of principles and practices of electronic data and information management systems and procedures.

2) Expert knowledge of principles and practices of Project Management per PMI PMBOK standard.

3) Substantial knowledge of database design, revision, and maintenance standards.

4) Knowledge of database software applications.

5) Creating, and maintaining Microsoft Access databases

6) Creating and updating Microsoft Word documents

7) Creating and updating Microsoft Excel

8) Creating, updating, and using Microsoft Project

9) Familiarity with Oracle and/or SQL databases

College degree (Bachelor's)

Computer science, computer engineering, information system, information science, mathematics, statistics or a closely related field.  OR An associate's degree in Information Technology or closely related field and 6 years experience.
