The Programmer is responsible for analysis, design, coding, component and assembly testing of all application code owned by the Application Team.

Complete Description: 
PADOH is in need of a highly experienced PL/SQL and .NET programmer resource to work with the Bureau of Information Technology (BIT) on the PA-National Electronic Disease Surveillance System (PA-NEDSS) project team to assist in the architecture, development, testing and deployment in production of the HIV/AIDS phase2 eHARS (electronic HIV AIDS Reporting System) project residing within the Transactional PA-NEDSS application. This resource need an expertise in PL/SQL and .NET programming and architecture to assist in the process of understanding the current system and business requirements for the eHARS Phase 2 project and implement a solution using in PL/SQL and .NET, and document this solution. This resource will also provide the BIT staff knowledge transfer of the solution allowing support and maintenance to continue on the eHARS systems. 

Tasks to be accomplished: 

- Responsible for development of PL/SQL business application(eHARS Phase2) and enterprise application interfaces using .Net framework. 
- Responsible for development and maintenance of stored procedures/packages using PL/SQL. 
- Responsible for design drawings and documentations related to PL/SQL development. 
- Assist with the testing team to develop test scenarios/scripts for this project 
- Assist in design and development work towards business process improvements. 
- Recommend changes to improve systems and process configurations. 
- Provide post production deployment support on the solution, monitor any defects that may occur associated with this change and/or improve performance if necessary- 
- Understand the inner workings of the PA-NEDSS Transactional and batch PL/SQL code 
- Profile and tune selected pieces of the system for better maintainability and performance as necessary 
- Provide assistance as required for the transfer of knowledge from the current PA-NEDSS contractor to Commonwealth IT staff 
- Aid in production deployments of (eHARS Phase2) system components 
- Aid in troubleshooting system defects and performance issues 
- Provide weekly status updates to BIT project manager 

This engagement will consist of 37.5 hour work weeks.
