Spotfire

 

Scope

Consultant will perform the professional services in support of State Fund's Business Intelligence (BI) systems development, data warehousing and Spotfire deployment and support, and provide Mentoring and Skills Enhancement to State Fund employees. 

 

State Fund, at its discretion, can utilize the consultant in any of these capacities as needed to meet State Fund's needs.   The scope of work listed includes, but not is limited to, the following items:

·         Plan, recommend, obtain, install, maintain and deploy Spotfire Enterprise software across the State Fund enterprise.

·         Define, build and maintain the server configuration supporting the Spotfire server based components.

·         Assist with desktop installation procedure to distribute the client software on users' desktops.

·         Assist network support groups to ensure pertinent servers are compliant with State Fund IT policies and procedures.

·         Participate in the design phase of data warehouse solutions and provide input to design that best leverages features and functions of the Spotfire software.

·         Develop project plans with detailed tasks as requested by IT Management.

·         Document standards, procedures, and any methodologies to support deployment.

·         Provide production support by maintaining, troubleshooting and solving problems with existing State Fund BI systems as needed and/or required.

·         Share knowledge and mentor other team members.

·         Enhance existing State Fund systems to meet new business requirements.

·         Advise State Fund regarding areas of expertise on existing business systems and/or IT technical tools and processes, as required.

·         Convey and explain complex problems and solutions in an understandable manner to both technical and non-technical persons.

·         Present technical solution alternatives to management and decision makers, as required.

Tasks

The Consultant resource will support Spotfire applications to include, but not limited to, business needs assessment, development of solutions alternatives, design of solutions, development of solutions, training as well as ongoing support.   All work will be done as directed by State Fund management working with and through assigned State Fund managers and leads.  Tasks include, but are not limited to, the following:

 

• Day to day technical guidance and assistance for State Fund BI consumers.
• Develop a data access security plan to meets State Fund's requirements and security reviews.
• Provide State Fund management with guidance as it relates to the functionality and implementation strategy of the BI tools.  This includes industry Best Practices and the surrounding procedures and processes to achieve the desired results from the BI tools.
• Assess the impact of the periodic maintenance releases and keep the systems current and functional to the purchased level of support.
• Identify and implement changes to the BI tool suite provided by the Consultant. 
• Deploy the BI tools as requested and agreed to by State Fund management on the client's computers and or networks, such that users in required remote sites will have access to tools.
• Provide basic training in features and functions of the BI tools to end-users.
• Train State Fund technical staff in the use, features and functions of the administrative tools and how to provide support for the user community.
• Assist and train the training staff to implement special reporting features using the BI infrastructure.
• Support, guide, and assist the Data Acquisition team with design considerations in building the appropriate data structures to best leverage the functionality of the BI tools.

• Establish and maintain an effective change management system that will incorporate all relevant processes and procedures to insure that the decision support systems accurately reflect the data in the operational data sources.
• Establish and maintain a disaster recovery plan to provide a specific action plan to restore the query reporting capability to enterprise users as quickly as possible in the event a disaster impacts the existing capability.

• Work with users, IT project leaders, database administrators, UNIX administrators, programmers and the data administrator to gather, define and document the business rules, data models and data objects necessary to build and maintain the decision support systems for the State Fund.

• Ensure the enterprise decision support systems are built and maintained in a professional manner and are consistent with State Fund design conventions, guidelines and standards.

 

Deliverables

The work to be performed varies in nature.  Deliverables and day-to-day responsibilities will be determined by State Fund management.  Deliverables include, but are not limited to:

• Make certain BI systems are available for users.
• Provide general support and user administration, as needed.
• Stay current with Spotfire maintenance on servers and desktops.
• Remain a knowledgeable and consistent source of expertise in the BI arena.

The Consultant resource will work with State Fund supervisors and managers to set work priorities determine status reporting requirements, work progress intervals, individual tasks and project deliverables.

 

Experience, Knowledge Level, and Technical Skills

The Consultant resources shall possess most of the following technical skills and experience:

·         7+ years of hands-on experience in the Information Technology industry.

·         5+ years of hands-on experience in the Spotfire Administration including Deploying Spotfire, Spotfire client administration, configuring the server, user and group administration, library setup and usage, Information Model

·         5+ years of hands-on experience in data management and data warehousing.

·         3+ years of experience in Spotfire programming

·         In depth expertise in Spotfire Professional, Web Player, and Analytic server for loading data from databases, creating visualizations and filters.

·         Extensive hands-on experience in database/SQL programming.

·         In depth experience in building customized and interactive templates for use in dashboards and web presentations.

·         Strong ability to understand analytic specifications, and translate specifications into TIBCO Spotfire visualization.

·         Strong ability to develop meaningful and consistent quality checks throughout the application development process.

·         Strong Spotfire authoring and development knowledge.

·         Scripting experience to code in Spotfire solutions.

·         Knowledge of AJX/ASP.NET and javascript.

·         Knowledge of Spotfire Automation Services, Spotfire Statistic services, Silver Spotfire Data Application Services Spotfire Enterprise Player

·         In-depth expertise in a broad variety of IT skills, such as systems management, infrastructure implementation, and network administration.

·         Working knowledge of BI objectives such as risk analysis and mitigation, regulations, security awareness, policies, standards, guidelines, and incident handling.

·         Spotfire or comparable BI/Data Warehousing certification is desired.

·         Good communications skills and the ability to interact with business users.

·         Work in a fast-paced team environment with focus on quality.

·         Work on projects with minimal supervision.

·         3+ year's experience in IT Project management.

·         TIBCO experience is a huge plus

·         Workers Compensation Insurance knowledge/experience is a big plus.

The Consultant resource(s) shall possess most of the following skills:

·         Communicate effectively with users at all levels, from data entry technicians up to senior management, verbally and in writing.

·         Self-motivated, working closely and actively communicating with team members to accomplish time critical tasks and deliverables.

·         Ask questions and share information gained with other support team members, recording and documenting this knowledge.

·         Elicit and gather user requirements and/or problem description information, and record this information accurately.

·         Listen carefully and act upon user requirements.
