Scope

Consultant shall provide expert programmer analyst services for PBS (Premium Billing System) relating to VB, HP-UNIX, Oracle RDMS, DB2 RDMS and Sybase at State Fund and consult to IT Management, projects, and staff.  The scope of consultant duties includes, but is not limited to, the following:

• Able to communicate effectively with users at all levels
• Provide analysis of user requirements to fix production problems and enhance existing systems
• Produce detailed system documentation and work with team through design and code walkthroughs and provide technical support for issues they are resolving.
• Create approved new applications, and diagnose and repair production application program problems, and develop enhancements to these systems as assigned
• Create and monitor application interfaces, and monitor data interchange sessions

 

State Fund, at their discretion, can utilize Consultant resource in any capacity to meet the needs of State Fund.  Consultant resources may be assigned by State Fund to lead teams, work independently, work on teams lead by State Fund, Consultant resources or, teams lead by other consulting firms.

 

Tasks

The Consultant tasks include, but are not limited to, the following:

• Analyze of system design problems and suggest alternative designs/solutions
• Develop project plans with detailed tasks as requested by the manager
• Gather business requirements and/or bug fixes from the user community
• Convert the user requirements into functional and technical specifications
• Code programs as per the technical specifications and unit testing
• Document programming work effectively with process flow diagrams
• Provide Production Support as needed or required
• Work independently, as a member of a team or as a lead of a team as required by State Fund
• Perform approved maintenance to continue business viability of the mainframe applications
• Diagnose and repair production application program problems (or create enhancements)
• Follow internal SDLC methodologies in the creation of test plans

 

Resource Requirements

 

 

Experience, Knowledge Level, and Technical Skills

The Consultant resource shall possess most of the following technical knowledge and experience:

·         Project Management & team leadership- team building and leading; communication and presentation skills, SDLC, MS Office applications including Project and Visio

·         Operating systems: HP-UNIX, Windows Server, Windows Workstation

·         RDBMS- Oracle 9i and 10i

·         Tools/Utilities- PeopleSoft Helpdesk and Quality Management Modules, ClearCase, DB2 Connect, ODBC

·         Languages:  VB6, VBA, XML, PL-SQL, SQL

·         Enterprise applications:  Insurance, Financial, Inventory, Billing, Customer Relations Management, Order Processing

Demonstrable Skills

The Consultant resource(s) shall possess most of the following skills:

·  Strong analytical skills with the ability to analyze information and identify and formulate solutions to problems.

·         Provides more in-depth analysis with a high-level view of goals and end deliverables.

·         Complete work within a reasonable time frame under the supervision of a manager or team lead.

·         Plan and manage all aspects of the support function.

·         Extensive knowledge of and proven experience with data processing systems, and methods of developing, testing and moving solutions to implementation.

·         Strong knowledge in project management practices and ability to document processes and procedures as needed.

·         Work collaboratively with other support team members and independently on assigned tasks and deliverables with minimum supervision

·         Communicate effectively with users at all levels, from data entry technicians up to senior management, verbally and in writing.

·         Self-motivated, working closely and actively communicating with team members to accomplish time critical tasks and deliverables

·         Ask questions and share information gained with other support team members, recording and documenting this knowledge

·         Elicit and gather user requirements and/or problem description information, and record this information accurately

·         Listen carefully and act upon user requirements

·         Convey and explain complex problems and solutions in an understandable language to both technical and non-technical persons

·         Present technical solutions to management and decision makers

·         Follow the lead of others on assigned projects as well as take the lead when deemed appropriate
