Required Skills

                    Industry knowledge of Software Testing theories and best practices.

                    Ability to provide oversight, planning and coordination of all system testing including performance, stress testing, fail-over, disaster recovery, interface testing, conversion testing, FDSH testing and QA

                    Team building skills to coordinate testing resources in a matrix management environment

                    Supervision of QA Testers

                    Demonstrates ability to understand software requirements

                    Demonstrates leadership skills on a regular basis

                    Demonstrates effective communication, both orally and in writing, with subordinates, colleagues, clients and customers at all levels, both formally and informally

                    Demonstrates ability to develop test scripts/scenarios from business process models, use cases, requirements and business rules

                    Ability to make decisions at the appropriate time, taking into account the needs of the situation, priorities, constraints and the availability of necessary information.

                    Ability to acquire an understanding of the underlying issues in complex problems or situations by correctly relating these to simpler or better understood concepts, models or previous experiences.

                    Understanding of IT development and implementation projects

                    Superb written and oral communications skills, including the ability to elicit requirements, document system as built, and develop business process models. Strong proficiency in English is required.

                    Impeccable integrity. This project will have very high visibility and will impact significant expenditures of public funds. Candidates must be confident with their abilities to make correct decisions and the courage to speak out when necessary.

                    Willingness and ability to effectively engage with people and organizations on a continuous basis.
