Job Description :

 

The candidate will be responsible for performing system analyst duties for a web-based system for the United States Treasury. Duties will include interviewing customers, users, and other stakeholders, documenting requirements definition sessions, analyzing documentation, maintaining the project’s analysis knowledge base, writing use cases, mocking up web-pages, and developing process flows and activity diagrams. Candidate should be experienced with facilitating client interview sessions and directly participating in detailed analysis and data modeling discussions. The business clients for this application are geographically dispersed. Much of the requirements gathering and definition phases will be performed on conference calls with occasional business trips for face to face meetings during initial sessions.  The project team consists of a project manager, systems analysts, Java web developers, a report developer, a DBA, and an architect.

 

Duties will include:

• Facilitating requirements definition sessions
• Documenting requirements gathering sessions
• Analyzing documentation
• Maintaining the project analysis knowledge base
• Read and understand Entity Relationship Diagrams
• Writing use cases
• Mocking up web-pages
• Developing process flows and activity diagrams
• Maintaining technical artifacts including the requirements traceability matrix, use cases, user interface specifications and migration plans, and other project documentation in accordance with department procedures
• Leading test strategy and planning discussions
• Performing all types of application testing
• Following department policy and procedures

Required knowledge, skills and abilities to perform the duties of this position:

• At least five years’ experience performing Systems Analyst activities
• A thorough understanding of the Unified Process and/or Rapid Application Development methodologies
• SQL experience required
• Experience developing Use Cases is required
• Experience creating UI mockups is preferred
• Excellent facilitation and analytic skills
• Experience planning tests and testing applications including functional, security, system and integration, accessibility, parallel, etc.
• Excellent communications skills including both written and verbal communications and listening
• Experience with configuration management tools used to apply version control to application artifacts
• Experience with mocking up web pages and/or developing prototypes
• Experience interacting with a development team including technical and business staff
• Experience with the following tools is a plus: automated regression testing tool, regression testing tool like HP Quality Center, Quick Test Pro, HTML Editor to mock up web pages
• Bachelor’s degree or better preferred
