The Department of Information Resources (DIR) requires the services of one Developer, hereafter referred to as Worker(s) for the Texas Department of Assistive and Rehabilitative Services (DARS).

 DARS, located in Austin, Texas, is a state agency responsible for working in partnership with Texans with disabilities and families with children who have developmental delays to improve the quality of their lives and to enable their full participation in society.  DARS is one of several agencies under the Health and Human Services Commission (HHSC).

 The DARS Division for Blind Services (DBS) and Rehabilitation Services (DRS) regularly complete reviews of selected consumer cases for quality control and corrective purposes.  The information that is collected from case reviews is also used to evaluate and improve performance of staff.  Information from the case reviews are collected electronically in the Texas Reports, Oversight and Coaching System (TxROCS) application on forms such as Compliance and Quality Case Review–VR form DARS 3456 and Technical and Purchasing Review-VR form DARS 3399.  DARS approved inclusion of TxROCS projects in its LAR/ITD in response to the Vocation Rehabilitation (VR) audit and Sunset review, and other expanded business needs.  In addition, DRS and DBS will require additional reports from TxROCS in response to inquiries and other requirements.

 The following describes the services an awarded vendor is asked to provide while working with the DARS Information Technology (IT) Application Development & Support team in developing and maintaining .NET MVC web applications.

 Work involves development of software for the TXROCS applications in support of the Vocation Rehabilitation (VR) audit and Sunset review, and other expanded business needs.  In addition, DRS and DBS will require additional reports from TxROCS in response to inquiries and other requirements.   The Scope-of-Work could include, but is not limited to the following tasks listed below. The work shall be developed with assistance and input from key DARS management, program, technical, and other parties deemed appropriate by DARS IT as follows

1. Develop Web based .NET MVC applications: Work with the DARS IT Application Development & Support Team to develop and maintain software applications.  These applications shall adhere to DARS IT standards utilizing the DARS standardized architecture.  

 

 

II.       WORKER SKILLS AND QUALIFICATIONS

 

                Minimum Requirements:

Years	Skills/Experience
5	Experience developing and maintaining .Net MVC 3 or MVC 4 Web based applications using Visual Studio 2010 or Visual Studio 2012
5	Experience in creating and maintaining complex SQL is required. Candidate should be able to write queries involving Group By, Having Clauses. Understanding of nested queries is a plus
5	Experience creating and updating MS SQL Stored Procedures
5	Expierence with JavaScript and CSS

        

            Preferences:

Years	Skills/Experience
5	Experience creating / maintaining web based applications that meet accessibility requirements including basic Section 508
5	Knowledge of accessibility requirements including basic Section 508
5	Knowledge of adaptive software including Jaws, ZoomText and Dragon Naturally Speaking

 

III.       TERM OF SERVICE

Services shall commence as soon as possible and shall be completed by August 31, 2015.
